I have a 2000 S10 Blazer, 4 dorr/2wd. The rear glass hatch & tailgate won't open. Can hear motor, but hatch won't release. Suspect actuator problem, how can I open?

ok now i have to ask here cause it involves that tricky rear window latch... mine for NO dang reason pops unlocked when driving BUT the button on left of dash doesnt do crap when i push it????

also the button on tail gate doesnt work either but i know the actuator works cause after i close it and start driving it will pop open (but window stays down thank god lol)
