Replacing signal flasher unit on steering column

No. Only the upper and lower trim covers on the column (and other covers under the dash, etc). This part is called the multifunction switch which will help when searching through other posts discussing this component.

FYI: On my '96, a mechanic tried to replace the multifunction switch without removing the steering wheel. He ended up breaking the plunger for the Hazard lights. If your hazard light plunger passes throught the top cover, remove the steering wheel (and air bag). It is not hard to do. My recommendation is to get everything out of the way that you can, whenever you do a job. Yes, it is a PITA, but the new install will be so much easier, and you will have the opportunity to lube up all those fittings so IF you ever need to go back in, they'll be a snap to remove.
