Default Seized undermount spare tire

Hello all.
97 Blazer with a leaking fuel filler line, noticed yesterday while filling up. I need to remove the undermount spare to access, but it is completely seized (rust buildup over the years). Any ideas for removing? I tried the tire iron, with some extra torque, and only succeeded in twisting the end of the iron. Is it possible to cut the small steel rod underneath the bumper and lower/remove the spare ?
Thanks

lots of lube should release it . you can spray wd40 or any other oil products . if you cant get to it . you can always break the cable then put a cable clamp on it . thats what i did on my pops truck
