My 1998 Blazer has been surging a little when Im driving on an incline going
about 60-70mph. Then my Service Engine Soon starts to blink and stays on.

The next day the light will stay on for a few miles and turns off. I have checked the fluids, wires and hoses and nothing looks out of place.

I took it to a friends house to scan it and the scan tool would not turn on.

At first we thought it was the batteries in the scanner. We plugged it in another car and it started scanning as soon we plugged it in.
