Starting problems

I ran a few searches on this but can't tell what issues may be at play..
About a week ago (right around the time i recharged the AC), car started having issues starting when cold. After sitting overnight, i'll crank it for about 5-10 seconds without it starting, then stop and try again; it starts right up. I had the same issue about 6 months ago. At that time, i picked up a new battery and replaced the plugs and wires. Seemed to fix the issue, even over the winter when it was much colder here (Chicago). The battery is right at 12 volts (engine off) and at 15-16 volts with the engine running. belt tension looks fine, pulley and alternator look fine as well...
From my searches, this sounds like it may be a fuel pump/pressure issue, but when the car is running, it runs great. no issues there...
Any help would be greatly appreciated!
