Stuck in 4Lo - vacuum actuator?

The problem is, I didn't take it out myself. I was asked where that upper tube (in the picture, by the engraved numbers) is supposed to go. Does anyone know? Pictures would be nice if applicable.
Does anyone know the answer to this?

You dont look around much do you??

It goes to the vacuum switch on the transfer case.

As I have posted in quite a few other threads on this exact same subject, I will post it here in hopes that someone else may actually see it.

Here is the vacuum diagram which is used on the NV231 and NV233 transfer cases:
