"IGN A" fuse in the underhood fuse panel, is a large orange, 40 amp fuse, Both terminals on top of it must have battery voltage at all times, (key on or off). Post your results.

Reason I ask, is because if it starts and runs, the IGN A 40 amp fuse does in fact have voltage on both sides. If you're not showing voltage on both side of the fuse, there's either something wrong with the meter, or the method you're using to check for voltage. Black probe goes to battery negative, red probe to the fuse terminals.
If the engine starts and runs, the underhood fuse panel is getting voltage. The main feed for the underhood fuse panel comes from a 175 amp Maxi fuse under the battery. There is a red cable attached to a stud on the fuse panel, it comes from the Maxi fuse. Must show battery voltage at all times, which yours does, guaranteed.
