The white wire runs from the ignition module to the ignition coil. It commands the ignition coil to fire. With it cut, the engine will not start or run. The vehicle probably had a security system that disabled the ignition. Solder it back together using 60/40 lead/tin rosin core solder, and insulate the connection with heat shrink tubing or tape.
