I believe you'd have to pull the fender off to get to it. Not sure if it can be pulled off without moving the abs unit though.

Don't stress about that, mine is on the hood. You can mount a new one anyplace you can find space. It's just a reservoir to hold - pressure.
It could be a one quart mason jar with a nipple on the lid.

Actually, my vacuum line to that little nipple is blocked off right now with a screw in it. So I have to vacuum reservoir in use and both my 4x4 and my heater blend door are working great.

So what is the actual purpose of this reservoir then ?

If this is a brake vacuum reservoir/booster then :

The purpose of the reservoir is to make vacuum available for a short time to the booster unit should the vehicle have to stop quickly with a stalled engine. A check valve in the reservoir maintains a uniform vacuum within the system should engine vacuum drop off. This check valve prevents vacuum from bleeding back to the intake manifold when manifold vacuum is less than the vacuum in the reservoir.
