Wants to stall under throttle at first start up

Delco and Delphi seem to be the only reliable pump assemblies. Everything else lasts about a year. If it's been replaced already then the plugs were re-wired as well. I'd unwrap the tape and double check the work.

This pump has been in a week. I will check the splices again on the plug. If they check out, I guess that only points to the pump...again?

What brand pump assembly did you get? Whoever sold it to you should stand behind it. If it's not Delco or Delpi get a refund. It matters.

It's probably junk. Did the pressure reach 73-108 psi at the filter?

Rewired. No help. So, I got hosed on this pump and need a Delco?

I bought a delphi because it was a little cheaper 2 years ago. Night and day difference. Delco cap and rotors don't burn up like everthing else either. Tell your son to smile, we're getting there.

For the sake of being thorough, check the resistance from the grounds on the plugs to chassis ground. There should be 5 ohms or less.

Delphi and delco have been the reliable brands for years. I have 100,000 miles on a Delphi BUT a recent thread here is about a guy eating through Delphi pumps and not finding joy until he tried AC Delco. A bad batch? Dunno. Try to stick with AC Delco. I like and use Rock Auto and have found lifetime warranty house brands good in other areas (ex: Bosch pumps dying in Mercedes, good results with auto parts warehouse lifetime warranty). In this case however Rusty is right, your house brand pump is propbably trash.
