Weird noise behind glove box and lights flickering! HELP!

Ok, when headlights are on low beam, the relay & lights did the chatter/flicker thing all the time. Now I changed the headlight switch like DJ did, the relay for DRL's chatter & the DRL's(which are the high beam bulbs) flicker only when I depress the brake.
