That is the filter/vent for the 4WD vacuum system. The line goes down to the transfer case vent tube and then tee's off down to the transfer case vacuum switch. The filter must be clear.
If you look near the upper radiator hose connection to the radiator, you'll find another filter just like it. That one is the vent for the front differential.
