What is this part ? (above gas tank)

Hey guys, What is this part ? Its above the back end of the gas tank. Had a new fuel pump put in not too long ago and seems I smell gas every once in a while; I'm pretty sure more often when closer to full tank.
Anyways, I do get any leaks dripping or anything, but I did find this seems to be damp with what I'm assuming is fuel. Kind of a tight spot.
Is it just a 3 way fitting or is it a check valve or some sort ? Can it "leak" or is it most likely one of the hoses. When taking the photo the hoses seemed to be on fine.
If you think I should change it.... part number ?

Well it's got factory clips, see if you can trace it back to the carbon purge box.
Do you think there is a problem with it?
Most likely if you had the fuel pump done, they cracked the crappy plastic valve on the front of the tank.
If you smell raw gas when you brake hard, parked with the nose down or completely fill up that's the problem.

I believe the middle line goes to the fuel pump. I'm pretty sure its for the evap system being it only has the spring clamps holding the hoses on.
I originally put the pump in myself, ran great and all was well, I filled it up and parked for the night slightly downhill on the driveway. Came out in the morning to a 3/4 gas gauge. Anyways, I messed up that plastic valve on the front of the tank. I did not have the time nor ability to mess with it now that it has a mostly full tank. I took it to a shop who is also a friend of the family. They had to take the tank back down to fix the valve. In doing so, they cracked one of the inlets on the pump, so they put in another pump and fixed the valve.
It feels dry around the plastic valve up front and around the top of the pump. I'm pretty sure it is this valve / "T" in the photo or the filler neck. Neither of which I see being the shops fault.
