It is possible that your model year had an on board air compressor and that would be the access panel for an external hose to inflate items like boats and other inflatable items. Some Blazers have a load leveling system that uses an air compressor located in that area of the body.

It is just a storage compartment. Nothing more, nothing less. If you had the rear air adjust suspension, you would also have controls for the on board air compressor outlet in there.
