Where does this small hose go to?

Definitely goes to a reservoir mounted in the fender on a 2000, Using a light you can see the connection and if your hand won't fit, use needle nose pliers. This open connection, as previously stated, will affect HVAC and 4WD.

It is a plastic nipple right below the right bolt on the abs module (if standing on outside of fender)... You can also take out that bolt and pull up on the abs module to give you a little more space.

If i'm not mistakin your cruise control will not work with that unplugged either.

While mine was disconnected I did not have any issues with 4x4 or cruise control, however my hvac would lose blowing power while accelerating or at highway speeds.

everyone keeps saying its in the fender.but i dont see anything there tho.. and where is this canister located???

Driver's side fender built in such that you can hardly tell it is there. You can plug the hose with a plug and that will fix your problems untill you can figure out where the nipple on the tank is.

Just buy this and mount it somewhere you can find.

Dorman Vacuum Reservoir | eBay

the original hose comming off the one way valve is only so long, use that hose to measure towards the fender to see how many places it can be hiding.

For sure that's the hose that goes on the Vacuum tank that's in the fender. Look through the hole in the Inner fender well just behind the ABS.
You will need a small flashlight to see where it goes. It is a blind fit after you see where it goes.
You may notice that on acceleration your defroster doors will close and you get heat at your feet. This tube into the canister sort of creates a reserve vacuum to hold your heater/defroster door diaphragms open when you are accelerating and the engine loses vacuum.

get a mirror and look under fender by abs you will see a small nipple push the hose on there by feel
