Got in it put it in first gear gave a little gas and got it to move a few feet then it stopped again

in Addition to codes, fluid and linkage, inspect the wiring and connectors to the transmission.

Did get it to spin the tires a little bit ago then it stopped again

Never worked on this transmission. Maybe another member who has dealt with the wiring and harnesses can advise you on location and routing. I would start with any harnesses near your work that routes to the trans. I believe that the main harness is a round plug on the side of the trans case. Look for loose connectors, frayed or broken wires, etc. if you want to search the Google, it’s a 4L60E trans.

I'm thinking it is electrical I got it to move a lot but not changing gears like it should all I done was reach behind block and move wiring around

It seems also that it's not going all the way in reverse or forward like it's dragging when backing up

That sounds more like a brake problem. Make sure none of your rotors are locked up.

I don't think its brakes I can feel it shift forward now but not reverse when you give it a lot of gas it will move but trans sputters then it clears up and moves but soon as you stop it does it again forward is not as bad but does not have a hard jerk when you put it into forward or reverse like it did is there anything electrical or sensor that controls what gear your in that's on the outside somewhere I thought water may of fried something where I drained everything from doing the intake gasket job

No codes yesterday service engine light is off now still acts the same but has gotten a little better took a line from the radiator and cranked the engine and it squirted out fluid so pump is working.
