Default Wiper arm dangling, other wiper arm working

Hello, my 2004 Blazer's driver's side wiper arm was working, then it just flopped all the way to the left during a rain storm. The passenger's side still works fine, but the driver's side is just dangling all the way to the left. I can move it, and it feels like there is "clicks" when I turn it by hand. The passenger's side does not move at all when I try by hand.
I would imagine this is not the wiper motor that is bad because the passenger's side still works fine, right?

Pop the cap off the foot of the arm and tighten the nut that holds the wiper on
