Respray and use wheel brush. Then get a power ball and some Comet softscrub. For chrome and bare alloys use powerball and Brasso. Wash the brasso off and it will leave a residue that repels water like wax. Just did this last week on some Prowler wheels. Worked great. Careful the Super Clean will remove the first layer of skin off your hands. Wash it off pretty quickley, unless you are into that sandpaper hand thing.
This is a good tip. Not a good thing to be dipping your hands in lol. Gloves are always a good idea too.

For clearcoated wheels, anythign with a high pH will get that crap off. Sometimes some agressive claybars will take it off too.

Be careful with the cleaners though. They will clean the rotors, but leave the sections covered by the pads dirty. This can mimic warped rotors.
