I have a 1976 Chevy K5 Blazer with a stock 350. I was told by the mechanic that the heads are bad. How hard is it to replace them? Can some one give me any tips or a rundown on how to do the job please.

take carb off, intake manifold off. take valve cover off, unbolt push rods , make sure you keep them in the same order. unbolt the heads. replace head bolts with either head bolts or arp studs

Do I have to drain the oil before replacing the heads?

I would leave the oil into it and then drain it before firing the truck back up.
I have always used a medium sized cardboard box to keep track of the push rods and rocker arms.

What intake manifold would you recommend for better performance? Weiand 8000 or Edelbrock Torker II

I would stick to a dual plane intake for better low end grunt in an offroad truck. So if I were to choose between those two, I would stick with the Weiand 8000.
To compare the two, the Weiand 8000 is designed around idle-6000rpm performance while the Edelbrock is 2500-6500RPM.
It really comes down to what you are going to be using for a cam in the engine.

Really need to know more info about the engine/gears/stall/intended use of the truck but more than likely like swartlkk said a low rise dual plane intake would be best. Maybe also look at the Edelbrock Performer or Performer RPM.

I really like the Edelbrock Performer RPM airgap manifolds. They look good plus they keep the intake cooler. That wasn't one of the options though and since no further information was provided, I didn't get into it too much further.
