4wd problems.

Default 4wd problems.

OK. So I've searched for answers as much as I can and now I'm stuck.

First I checked my cable and found one of the clips to be broke. That has been fixed.
Then I was constantly pulling vacumn. New vac switch fixed that.

Now, even with the vacumn system and cable all fixed its still not engaging the front differential.
The diaphragm is pulling and releasing the cable properly. The transfer case is shifting properly. I even pulled the cable back out of the diferential housing to make sure the cable was connected securely. Any input would be greatly appreciated.

Also the truck is a 1998
