This one sentence, doesn't really make sense. Can you elaborate a little more please?

Ok i start my blazer and its in 2hi right according to the 3 button switch. Now while started i remove the battery and tray to see the actuator for front axle. The actuator is pulled in (engaged) all while still in 2hi. The vacuum never goes away on the actuator no matter what button i push on the 3 button switch

Did you have the vehicle off the ground to see if the wheels are actually engaged? Or just by the actuator? These tend to go faulty, and a lot of people go with a bravada swap or make it a manual shift setup.

No i did not have it jacked up but ill try that tomorrow and see if they are locked in or not i was just curious to if the Tc vacuum switch could be stuck open and allowing the engines vacuum to stay on the actuator instead of having it vent

I'm not sure myself, just trying to get more info for other who know more.

Wonder if your actuator is stuck and not the vacuum.

Sounds like either a bad vacuum switch, or you have the hoses hooked up wrong.
