Default 4 wheel drive stop working

1996 s10 blazer 4.3 push button 4wheel drive. First the 4 low stoped working changed the actuator and transfer case motor. Nothing changed. Then the 4 hi stoped working. changed the vaccume switch on transfer case. Did not change nothing. I was wondering where the lines from the vaccum swith suspost to go to. They look like they were cut. There is one running to the acutuator one is goin to the vaccume canister on the hood. one is hooked into a spliter and the line from the trasfer case i guess it is a vent is in it to. the spliter is a 2 to 1 2lines go in and one go out and nothing is hooked into it. the 4 high light comes on but dosent engage 4low blinks and goes out

If the transfer case itself will not engage, then the problem is likely with the encoder motor or the TCCM. What does it do when you try to change to 4HI or 4LO? Have you pulled the TCCM and cleaned the electrical connections?

As far as where the lines go, have a look around the 4wd threads in the Tech Article (DIY) section.

Put on all new vaccum lines took the transfercase motor off and it is working right. changed the actuator. the front drive shaft locks in when u put it in 4wheel drive when in 2 wheel you can move it by hand. The front tires are still not locking in 4 wheel.

There is not an adjustment. Is the transfer case locking into 4LO? If it is, then your problem is with the vacuum system to the front axle.

The light blinks for 4 low but goes right out. I took it to a graduge and they put all new vacuum lines on it and they said they are all hooked up right. How do you know if the transfer case is locking in to low is there a way to check it 4 hi works perfect but no lo it just blinks and goes out

It sounds like you either have a problem with the encoder motor or the TCCM itself. Have a look through error_401's thread in the Tech Article (DIY) section linked to below for troubleshooting steps:
NV233 transfer case / encoding motor switch
