89 4.3 problems

Hey guys.... I work at a honda dealorship here in arlington, Tx. We got a decent 89 Gmc jimmy4.3 2wd in on a trade about a week ago. the boss says I can buy it for 500 if it will pass emissions. My problem is, when you rev it up it gets rough but It idles fine. Any ideas on what the problem could be? I really want this Jimmy/blazer and I'm willing to put money into it to get it to pass inspection

I let a friend of mine look at it and he says he thinks its bad gas.. It smokes a lil bit "white" and when I do rev it up it emits water from the tailpipe

There are a lot of possibilities. I'd start with checking for codes if you can. Next I'd change the spark plugs, if they look fouled at all.
As I say, there are many things that could cause the condition from a simple tune-up to O2 sensors, fuel flow problems, coolant sensor problems etc... So without more info, it's hard to make a good guess.

How do I check for codes on this particular vehicle?

i know where that is !! is it Vandergriff Honda?
i thought white smoke meant coolant leak

blue smoke is often misread as white smoke, especially at start up. Teh blue smoke would be oil getting past the vavle guides/seals. No big deal if the smoke goes away after a minute or two.
Water out the tailpipe is normal, it means your cat is working properly.
Taht only aplies if your not losing anti-freeze.
By far the best place to start is a tune up. check that cap & rotor, or better yet replace them.
Most autoparts stores can read the codes for free.
Edited to add:
I would also run a can or two of seasfoam through the gas tank, and top it off with premium gas. That will help clean out the fuel system.
