Default 94 Vortec takes ages to warm up

Hey guys, my 94 S15 Jimmy takes forever to warm up to operating temp on cold starts. Idling for 10 minutes won't make the temp gauge budge. No joke, the temperature gauge remains planted at the very bottom until perhaps 15-20 minutes or running. These days, the car is experiencing cold starts at around 30-40 degrees in the morning with the temps only to go down further (thanks connecticut weather). Also, after 10 minutes of idling, the air coming out of the vents is only kinda warm. It does warm up along with the engine but I just think it's kinda annoying how it takes FOREVER and wastes gas.
Is it perhaps a bad thermostat?

could be stuck open its cheap and easy enough to throw a new one in
also make sure your coolant is full and the heater core is not clogged
