Default 95 Blazer 4X4 issue

Hi, i have searched through these threads and i cant seem to figure out whats wrong with my 4X4? i have a 3 butten system. i have a cable going inside the cab to pull on the actuator cable, and i know that the front differential is engaging. i jacked the front end up and turned a wheel.. anyway. when i push my 4 HI or 4 Lo buttens nothing happens... sometimes both the 4 Hi and 4 Lo lights come on, sometimes they just blink and go back off. i can hear the electric motor on the transfer case make noise. but 4 wheel drive still doesnt work? any help would be greatly valued! thanks
Jevon

Have you tried to pull the codes as described in either of these two threads:
OBD2 NV233 Diagnostics
NV233 transfer case / encoding motor switch

So you don't have a paperclip? If you have an OBD2 equiped '95, ground terminal 13 on the DLC. If you have an OBD1 '95, ground terminal J or short terminal J to A. With the jumper in place, turn the ignition to RUN and watch the 4wd switch.

Yes, you are looking in the wrong place. You need to look for the diagnostic link under the dash.

Code 2 is an encoder fault. Check the OBD2 NV233 Diagnostics link above for the diagnostic steps for this code.
