Default 95 blazer ignition advance

I have a problem or it might not be but when I put my scanner on it gives me -23 degrees at idle and fluctuates up and down have read almost all the post on the subject and I think I need to do a pcm flash and case relearn am I correct?

If you get it fixed please post what you did and if it worked. I'm working on the same problem with my 95 and it's been at least a month so far. Do you have a hesitation the first second after you start from a dead stop? Mine acts like it has lean tip-in (hesitates for about 1 second after just touching throttle) then drives fine after that. I have to do a fuel system pressure test which could be causing that problem and I'm wondering if that is also causing the timing issue. It's not a big enough problem to cause an SES light though.
Then again the code reader could be looking at the incorrect location in the binary code and displaying some other information and telling you that it is the ignition advance. 95 was such a messed up year for GM that I am going to avoid them altogether. If I ever end up with a 95 GM vehicle again it will not contain an engine, transmission or PCM from that year.

In my case I'm trying to rule everything out before I do something like having the PCM flashed. I've been to a shop and they could not find the case relearn on their scanner so I don't know if it has it or else they just didn't know what they were doing. Maybe I'll stop at a different one next time.

I have found that when I hooked it up to a snap on mt2500 scanner that my advance was actually +23
I was looking for cam retard but on 95 there is none to be found was wondering if its called something else its not got cmp either
when I program in a 96 it gives cam retard I am stumped

Like I said, 95 is a bad year. So it's possible that timing is not an issue in either of our cases. I'm going to pick up a new ignition coil today and see if it helps. I'm not one to throw parts at a problem but I'm tired of troubleshooting.
Thanks for the update.

my scanner also gives transmison data and it says my tps is out of range but when im on the engine side it does not give me a code . that will cause a hesitation when you take off from a dead stop
