95 Blazer wont shift to 3rd

When i get up to about 3000 rpm in 2nd, truck revs out and acts like its in neutral, unless i shift manually back to 2nd

could that be a vehicle speed sensor, coolant or oil sensor, or is the tranny just toast

probably 3rd gear clutch pack burned up which means rebuild time
