Default 98 Blazer no start

My 1998 Blazer will not start. Has spark and fuel. New fuel pump last spring.
Has 62psi when key on and 54 when key is off.
Ran fine when I put it in storage last April.
I put on new cap / rotor and pick up in base of distributer.
I can pour fuel into throttle body and it will run.
In tested the pins on the plug for the fuel injector. I have a consistant Positive to injectors but no negitive signal. I assume that they are pulsing the negitve side to control the injectors.
One question I have is What controls the negitive signal to the injectors?
Does it sound like the computer is bad or what?
I parked the Balzer in april. I tried to start in June but battery was dead. So i left it sit till last week and put new battery in it.
Any ideas?
