Default 99 Blazer starting problem

I have a 99 blazer with a 4.3, i have replaced the fuel pump and tested the fuel pressure. I get 56 to almost 60 psi. In the mornings it will just turn over and not start but at some time in the afternoon or later morning it will start and run fairly well the rest of the day. Could someone please help me with the troubleshooting from the pump forward. Someone mentioned the pressure regulator but I am not sure where ir is or how to verify if it is bad or not. Is there a specific test I can perform to verify. Any advice is very much appreciated. If possible please email me at howardjb2002@yahoo.com Thank you in advance
