Default Bottom Radiator hose disconnected?

Hi, I was wondering if someone can please give me a helping hand, I have a 2001 Chevy blazer LS I bought it not long ago and it was time for emissions. I FAILED with evap leak and air injection leak. I followed this hose I noticed at the top that had a Marker shoved in it, the hose connects to the bottom of the Radiator and it looks to be connected to a module or something down there but the top is just left hanging with a marker shoved in it. any suggestions would be very appreciated. Thanks

ok should I remove the marker out of it, can that be a reason it keeps failing?
