Filler neck issue!

Default Filler neck issue!
If this is placed wrong please help me by fixing it, I need a upper and lower fuel filler neck for my 1998 4dr with a steel tank, Where can I get it here in Canada or what part numbers have you ordered so I can do the interchange thing to get these parts
