My 95 4wd has a hard shift from 1-2 as well, but it doesnt chirp tires although it now does it basically all the time. I had it checked out yesterday and was told I need to replace my torque converter. And the part isnt all that expensive thank goodness.

I might be wrong but I believe there was a TSB on hard 1-2 shifts. I will have to do some digging when I get home lol.

check the 1-2 shift solenoid it should have a resistance between 19 and 24 ohms cold around 68 degrees f and 24-31 hot up 200 d f so if its between 19 and 31 ohms of resistance its a good part if not replace them they are cheap. 1-2 and 2-3 solenoids are the same part number and i would replace them at the same time its real easy to do, drop the trans pan and you will see them right by the transfer case support there is a c clip that holds them in place grab it with a pear of needle nose pliers and pull straight down take car when removing the solenoid there are parts behind it springs ect.. re-install in the reverse order check and make sure the electrical connections are in good shape re-install pan add 6-8 quarts of trans fluid =test drive see a link on diagnosing shift solenoids 1-2 2-3 Part 2 -Shift Solenoid A and B Tests. P0700, P0751, P0753, P0756 (GM 4.3L, 5.0L, 5.7L) good luck

Have you checked your fluid level? How old is the fluid in the trans? It may just need serviced.
