High idle most of the time

High idle most of the time
Just bought a "new" 1990 Chevy Blazer 1500. Idle is ridiculously high. At all times... HELP! It coasts along at like, 20 mph, mostly on its own. O2 sensor was severed previously, but I replaced it today. No change. That's all i got.
