my 4x4 still sucks

Default my 4x4 still sucks

my 4x4 on my 92 4.3blazer still sucks. any suggestions? lights blink but wont engage? snows comin dudes

There's a vacuum actuator that engages the 4x4, do you hear it click when pressing the button?

i hear nothing except the relay click under the dash and a very very light and slight hum under the vehilcle when i stick my head under the truck while pressing the button and thats only sometimes.
