Without experiencing it, I cannot say whether it is operating normally or not. It is possible that the previous owner had installed a transmission shift improvement kit that modified the operational characteristics of the engine. 3000rpm out of 1st doesn't sound too aweful high...

Please try not to bump a post after only ~3 hours. A lot of us have many things going on outside of the forums, please allow us some time to respond.
