Default P0135,P0155 2002 blazer 4.3

I have codes P0135 and P0155. I have replaced these parts due to going bad
distributor
dizzy cap and rotor
O2 sensors all three
rebuilt heads and replaced head gaskets
replaced spider injectors with the upgraded version
replaced fuel pump with Delphi
replaced fuel filter, egr valve
cleaned all the grounds in rear and front
i checked out all of the wiring and it looks good. I checked the oxysen fuse and all is well. I checked the O2 sensor connector and the top heater wire has no voltage. Please help and thank you in advance. Rex

I checked all the wires in the o2 sensors on both bank1 sensor 1, bank 2 sensor 1 and I have no signal on my purple wire going back to pin 68 and 69. Please help. Wondering if my pcm is not getting voltage to utilize Ho2s high or is my pcm bad? Thank you in advance, Rex
