Thermostat housing bolt extracting

Default Thermostat housing bolt extracting

So I helped my friend do his heater core and I was trying to rinse all the old dirty coolant out with a hose through the thermostat housing and the front bolt ended up snapping due to the tech before crossthreading it with I'm assuming a power tool. I tried using a bolt extractor but that didn't work either. Does anyone have any tricks to getting this out because I really don't want to do the intake manifold.

How hard it is to get at? Is drill and tap an option? If it's crossthreaded, an easy out probably won't do it.

Did it snap off flush? Why did the bolt extractor not work?
