Default torque converter question

This is a 1991 Chevy blazer. I'm missing what I'm assuming is a drain plug on my torque converter. In the middle theres a hole. Is there supposed to be a bolt there as well that's missing? Also how do I refill the fluid that's drained?

That's just a cover. The hole is there for drainage. If you pull that cover off, you'll see the torque converter.

Ok okay. What about the first hole that looks like it's missing a bolt? Is that also for drainage or is that supposed to be plugged? Theres still plenty of transmission fluid when I checked, but this has 4 wheel drive and some fluid has leaked out. not sure if it's due to this or not.

The other hole is for a strut rod that bolts from there to the motor mount on some applications. No need to plug it.
