93 Big Blazer - front differential

Default 93 Big Blazer - front differential
93 full size blazer. No 4wd already replaced the actuator. Transfer case works,
power to actuator. I know the 4wd has not been used for several years.
What can i try to get this working short of tearing it apart.

when mine did that it was the transfer case switch that sits on top of the TC. I was getting voltage to the actuator, but it was a little low. Like 10 or 11 volts.
