the wire to teh alternator plug is for the voltage regulator. It just needs to be hooked to an ignition circuit (IGN on the fuse panel). The original wire is probably broken somewhere...

I do have the regulator hooked up to the fuse box through the ign, but my problem is that it drains my battery if it sits a couple of days and it whines loudly through my radio, i have had the alternator checked it is putting out 14.2 amps. Does anyone have any suggestions on where i need to look next?

How old is the battery? How are the cells in the battery? How is the electrolyte level? A whine in the radio is generally caused by a ground loop.
