I don't know of any nut or bolt in the drivetrain/suspension that doesn't have a torque spec. Tightening it good and tight is a lawsuit waiting to happen for GM. Not tight enough and it could come loose, too tight and the bolt could stretch to the point where it is weakened. My manual that came with my 89 from GM states that the adjusting sleeve bolts should be at 40 ft/lbs. The TRE should be at a minimum of 40 ft/lbs and then tightened until you can insert the cotter pin.
And the pics you are showing is of the drag link. The tie rod is the one that goes from wheel to wheel. The torque spec for drag link to pitman arm is 89 ft/lbs and for the drag link to steering arm is also 89 ft/lbs and again, once you reach 89 ft/lbs tighten until you can insert the cotter pin.

I just noticed something in your pics. Just above the adjusting sleeve on your frame - is that a huge crack? If so that would be your steering/wandering/shaking/noise problems. Have you checked really carefully around your bolt holes where your steering box connects for hairline cracks?

thanks yall i know its not the tie rod but in the service manual and at the parts store they call it an adjustable tie rod end..ii talked to an alignment guy whos gonna check the specs for me tomarrow it seemed like a pretty important part not to torque down correctly ha it does look like a crack its just a plate welded on that holds the steering box i got worried that id miss a crack that big haha

You need this brace and weld-on repair kit. Although I don't think the weld-on kit will reach that far up the frame, but get it anyways to reinforce the frame. That crack needs to be repaired by someone who knows what they are doing, it's significant not to mention dangerous for you and everyone around you. I'd rather not explain how to do it - it's critical that it's done correctly.

In light of your editing while I was posting ... never mind.
But still get the brace for cheap insurance.
