i was just wondering how much horsepower and torque does the 4.3 liter

Depends on the year... The 96+ 4.3L has 190hp and 250ftlbs of torque.

i thought it would have more horsepower than that, my brothers 3.8 has 200 horsepower (but thats a mustang so it doesnt have as much torque)

This is a truck motor, not a passenger car motor. Different applications.
