Not Too Expensive COSMETIC upgrades:

Camaro Rims, used

Roof Basket w/ lights

Brushguard, used

Skid Plates, used (tahoe or S series)

upgraded tow hooks, used (tahoe, 1500, or 2500 truck)

Bed Line Frame (under coating works too, but not as agressive look) herculiner, roll on.
hell, bedline the inside, i love it!

tow hitch reciever, used, with bumper guard/recovery hook/shackle

hi-lift jack mount for brush guard/roof basket, and hi-lift jack

Jerry can holder

shovle/axe carrier

black rims

rocker guard/bedliner/under coated rocker panels for hardcore 2-tone

HID kit for non-cheesey headlights (look at mine, then buy anything else)

black out your grille, and all bow ties.

smoke what ever lights you can

why not get a winch... wait that can get expensive...

tint that sh*t....

Have a custom built (see craigslist) road-armor style front bumper made to incorporate your brush guard, and winch. make sure it has a hitch reciever up front, light mounts, and diamond plate

Cowl induction hood, or FUNCITONAL ram air/hood scoop set up

I'm sure I forgot a bunch, but thats my

BTW: all of that assumes you are a 2 gen... if your a 1st gen S-series, you can get away with more to look EXTRA bad ***...

a pair of projector head lights with black instead of chrome around the outside of the reflectors, add some HID's to the projectors is cool too (see the forum posting for HIDxtra, really good deal on them)
hood stone deflector adds to them
don't paint it pink or yellow
brush guards/bull bars upfront
off road lights
all depends how much money you want or are able to spend
take some time looking through the galleries here, LOTS of ideas

Brush guard is a good want to add authority to a Blazer. You might want to look into a new set of rims with a smaller backspacing so your rims stick out further (same thing as doing spacers). Lots of lights is always a good idea too.
It's really up to the individual though what you consider to be "mean". Personalize your truck the way you want.

Clear corners, billet grills, tint if you don't have it.

Someone mentioned Camaro rims, I have a set of chrome T/A rims lying around.
