Default cali emissions cat converter

I got quoted 525$ for a california emissions catalytic converter, and then oxygen sensors and labor total came to about $1,400. Does that sound right? I am going other places to get other quotes. Could someone tell me how a california emissions blazer ends up in Connecticut haha. i don't get what is different from a standard emissions cat and a california emissions cat and would my blazer not work with a universal?? I just don't understand why I would need to pay for a special converter.
