Default heating problem

so now that its cold out, heres what been going on with my 98 4x4

when i start it, my engine will get up to 3/4 of the gauge then go back down to normal or just below normal temp (almost like the t-stat is sticky or the coolant in the motor is frozen then melting once heated). when i come to a stop light itll heat up a little closer to normal temp and once i drive it dips down to about 1/4 guage

also when im driving i have good heat but once i stop its not as hot and almost goes cold.

water pump? t-stat? rad? idk where to start lol

thanks in advance -mike

well start with the basics right? just checked the fluid in the radiator now that im home from work and the motor is cool, it was low. very low hah added maybe 3/4 of a gallon of fluid. ill update tomorrow n see if that cures my problem
