As an update my wife spoke with a PA State trooper that deals specifically with inspection and she gave him all the information about my truck. He told her that he's never been asked that question and that he would find an answer for her no matter what and gave her the number of the Emissions person at PennDOT. We are waiting for a call back from him giving us any information that he could provide.

This is the best news I could have gotten. As long as the GVWR was over 6000lbs, No CAT!! Was verified by the emissions PennDot. Thank God now I have proof.

That's because of those UFO abduction stories you used to tell.

when your converter plugs your vehicle if a carb will shoot gas up out of the carb and it will foul out the plugs and it will hold back pressure and the power will go down to nothing and the car will stall then not start at all remove it replace it or leave it off and change plugs and your good to go.
