Really depends on what you want it to do. I've got one and I bought it for so I could adjust for different size tires/gears. If you are looking for an increase in HP/TQ I'd go for a PCM tune.
As for what it can do, a mild tune that you may or may not notice, adjust the tranny firmness, which you will notice, adjust for gear/tire size, scan for codes and maybe one or two other things I can't think of off hand.

I had it on mine until a friend got HPTuners and gave me a custom tune. It was good, but honestly go on eBay and find one thats not VIN locked for less than half that price . Or call PCM4Less and get one for again about half that price.

I've got the K&N CAI and an Accel coil that is rated a bit over the stock coil. Trying to think of anything else I've done over the years to the engine and nothing is coming up. I've got plenty of other bolt ons for offroad. I did the 87 octane tune rather than the 91 octane tune. I'm not worried about going fast, I'm more concerned with low end grunt offroad.
I bought my HPP3 used and like that I can change things when I want. Like I said, if you want a true performance tune, send you PCM out to one of the various venders. If you need the ability to change things now and then, get the HPP3.
But look for a used one rather than paying full price. Just make sure the seller has set it back to stock.
