1999 Blazer LS

How do I tell if my blazer came equipped from tht factory with the towing package? WHat does it consist of?

Check the RPO code in your glove box.

I still have the sales paper that lists all of the options bought on my blaze her, which is pretty nice to have. lol

If it has the factory hitch, you have the tow package.

You should have the wiring pack stuffed up under the rearmost cross member.

Is that all that the tow package is, the hitch and the harness? Because my father just bought a equinox and he purchased the hitch later on and I dont see what the point would be if their was a tow package.

There are a few different RPO codes that have to do with trailer-ing items (harness & hitch), with no dedicated 'tow package'.
