What is the technical name for " inverted wheels " in which they push out the tire further acting like a spacer?

I think the term the OP is looking for is reverse wheels. It originated as I remember from the sixtys when wheels were made of a steel hoop and a pressed steel center. Those in the 'know' who could find a manufacturer could get the centers welded in backwards thus lessining the rear or back space. This would often move the tire outside the body line causing all the girls to take notice. This intern would create a whole new generation of babys wanting toys with big tires sticking out just like daddy.
