HHO systems are nice depending on what kind of engine your going to use it with. I was going to put one in my '93 4.3lt CPI until I checked up on the corrosive nature of Potassium Hydroxide and the other catalyst used with this system. No matter what catalyst you use it distroys aluminum, plastic and insulated wires. All of which are in my solid aluminum plenum. I was convinced by a guy who installed one on his and he said 6 months later he had to remove it and replace a bunch of parts. Not saying this will happen to you but as far as my case an HHO is impracticable. Good luck with yours..!!

Also how many miles and how long would it take to pay for that kit? Your not helping if you pay $700-$1000 on a product instead of puting that money into the gas tank. You have an old design OHV 4.3L V6 pushing near 4000 pounds. Make sure your timing is correct, plugs n wires are good, your filters are clean, and all your sensors are working properly. Go easy on the throttle. Im not sure how restrictive the air intake and exhaust is on these trucks but a free flowing intake and exhaust can improve mileage if you keep your foot out of it. But then again your spending some $$ o try n save $$. For a while my bro n I would switch vehicles since sometimes I needed his truck for work. In my 2000 Mustang GT driving the same route I could average 2 MPG more than he did. I have a 4x4 V6 auto Ranger, and last tank full I helped a buddy haul some crap in town with some hills, and made 2 30 mile round trips to another town. I got 11.5 MPG. For better mileage get something lighter and with a smaller OHC engine.
